In carrying out the
provisions of the constitution, all decisions or policies formulated shall be
subject to the approval of the principal.
This constitution is established in order to provide for a strong student
participation in government.
We, the students of the new
ARTICLE 1 – NAME
The name of this
organization shall be Stevens Middle School Student Body Association.
ARTICLE 2 – MEMBERSHIP
Voting members of this
organization shall be all regularly enrolled students of
ARTICLE 3 – PURPOSE
The purpose of this
organization shall be to provide worthwhile experiences in self-government;
promote cooperation between students and teachers; assume our fair share of
school responsibilities; make and enforce rules for the student body; and
oversee the Stevens Middle School ASB Budget.
ARTICLE 4 – OFFICERS
The officers of this
organization shall be president, vice president, secretary, treasurer, and two
(2) 7th grade senators. All
officers except for senators shall be in the 8th grade.
ARTICLE 5 – DUTIES AND REQUIREMENTS OF OFFICERS
Section 1 The
President shall preside at all meetings of the organization and shall perform
all duties pertaining to that office.
Section 2 The
Vice-President shall preside at all meetings in the absence of the President
and shall supervise the operation of the student body committees and clubs.
Section 3 The
Secretary shall be responsible for keeping the minutes of all meetings and
answering all correspondence.
Section 4 The
Treasurer shall be aware of all money of the organization and keep an accurate
accounting of monies handled for events sponsored by the student body, make a
report at every meeting, and working with ASB office secretary, sign off on all
ASB expenditures.
Section 5 The
7th grade Senators are responsible for
meeting attendance, and refreshments at meetings.
Section 6 All
officers shall have and maintain a 3.0 grade point or above and maintain
satisfactory grades in effort and conduct.
Section 7 Failure
to meet the requirements in Sections 1 – 6 and/or violations of School Board
Policies shall be cause for removal from office for a length of time to be
determined by the Principal.
SECTION 6 – FINANCES
The collection of Student Body Association money as
well as money collected by other
student organizations within the school shall be supervised
by the student council
advisor and it shall all be deposited with the faculty
bookkeeper, who shall keep
separate accounts for each organization. The bookkeeper shall issue receipts for the
amount received and show in the accounts how all monies are
disbursed. Purchases
made by the organization are to be made on a purchase
order signed by the sponsor
and approved by the Principal, ASB treasurer, and/or Student Services Coordinator. A
purchase order is to be presented when a purchase is made,
and the invoice will bear
the purchase order number before payment will be
made. In addition, one copy of the
purchase order will be retained by the bookkeeper and one
copy is to be sent to the
school district business office.
ARTICLE 7 –
ELECTION PROCEDURES
Section 1 Candidates for all elective Student Body
Offices will be determined between May 1st and June 5th
for 8th grade, and no later than October 1st for 7th
grade senator. Any eligible member of
the student body may have his/her name placed on the ballot by presenting to
the Student Council Advisor a petition bearing the signatures of 30 members of
the Student Body.
Section 2 The
primary election, if needed, will be held between May 1st and June 5th. The names of the two candidates for each
office receiving the greatest number of votes will be placed on the general
election ballot.
Section 3 The
General Election shall be held no later than June 5th.
ARTICLE 8 – VACANCIES OF OFFICERS
Section 1 All
vacancies for elective offices shall be filled by the student who received the
second highest vote for the office in the general election, if that student is
still qualified, except in the case of the President, in which case the Vice
President shall assume the President’s and Vice President’s duties.
Section 2 In
the event the runner-up for the office is no longer qualified, a new election
shall be held.
ARTICLE 9 – STUDENT COUNCIL
Section 1 The
Student Council shall consist of the President, Vice-President, Secretary,
Treasurer, two (2) 7th grade Senators, one representative from each
homeroom, and a faculty advisor.
Section 2 Only
homeroom representatives will be allowed to vote on student council matters.
Section 3 The
Executive Board shall consist of the President, Vice-President, Secretary,
Treasurer, two (2) 7th grade Senators, and the Advisor.
Section 4 The
President of the Student Body shall have the power to call a meeting after
receiving the consent of the Principal or the Advisor.
Section 5 Committees
shall be appointed by the President when the need arises.
Section 6 Powers:
a. To purchase, sell, and enter into contracts for the
Student Body Association.
b. To issue charters to new and existing clubs and
organizations after they have presented a copy of their constitution and a list
of their purpose and activities.
c. To support at least one community project per year.
d. To promote special school-wide emphasis weeks.
e. To approve and calendar all student school
activities.
f.
To sponsor and approve
sales by student groups.
g. To prepare a yearly budget.
h. The President, with the approval of the Student
Council, shall appoint or approve all standing committees necessary for
carrying out student body affairs.
ARTICLE 10
– AMENDMENTS
Section 1 This
constitution may be amended by a two-thirds vote of all members of the Stevens
Middle School ASB representatives.
Section 2 All
amendments must be proposed by the Student Council. Students may request the Student Council to
propose amendments through their homeroom representatives.
Section 3 All
amendments will be prepared by the Executive Board and posted on the bulletin
board for two weeks before the election.
Section 4 A
petition may be presented to the Student Council
containing a proposed amendment and not less than the signatures of 50 student
members of the student body.
ARTICLE 11 – PROCEDURE
Section 1 All
business of this association shall be conducted in a business-like manner.
ARTICLE 12 – RATIFICATION
Ratification of the constitution will require
approval of two-thirds of the Stevens Middle
School Student Representatives.
